Archivist’s Note: Son-in-law of Royal Phelps. His birthdate is usually recorded as 30 September 1830, as engraved on his headstone, although a U.S. passport application from 1874 claims 24 September 1831. He lived only briefly in New York, from 1858 to 1861, serving as a commissioner for the U.S. District Court. He likely resigned or was dropped from the rolls between 1860 and 1864; he subsequently became governor of Maryland, in office from 1876 to 1880.
