Richard Lockhart Hand, a member of an eminent legal family, was through a long life honorably identified with the place of his birth, Elizabethtown, N. Y. Editor of the local paper, leading lawyer and honored citizen of his community, beyond its boundaries he was active in many organized movements helpful to his fellow-men. Commissioner of the State Board of Charities, Commissioner of State Prisons, Vice-President of the Lake Champlain Association, member of the American Academy of Political and Social Science, the National Child Labor Commission, the Civic Service Reform League,—these names indicate the activities of this well-spent life.
